Many of the principles for effective assessment design are the same as those for effective curriculum design. The most effective learning takes place when students are actively involved and engaged in their learning; when the learning is clearly relevant and related to what they will need to know; and when they know exactly what it is they are expected to learn (it is not some mysterious, elusive concept they have to try and work out!)

Likewise, effective assessment should include engaging, relevant or authentic tasks with criteria that students can clearly understand. It should validly assess what you really want to measure and not disadvantage any individual or group.
