Is pricing carbon enough to solve the problem of climate change?

In this lecture, Chris Fleming will examine the underlying economic rationale for pricing CO2 emissions. The three main policy options (a carbon tax, an emissions trading scheme and direct action) will be compared and potential pitfalls of relying exclusively on a carbon price to solve the problem of climate change will be discussed. Chris will also offer some suggestions for a way forward.
