Strategic HR and the line: insight from a public sector case study of HR business partnering

Abstract: The growth in the application of the HR business partnership model in recent years has been influenced by the prescriptive literature which has espoused the value of this approach with promises of a more strategic role for human resources (HR), together with improvements in service efficiency and reduced costs. Yet this literature neglects the impact of the new model on line managers, and the research which identifies the crucial role of these managers in delivering HRM. By extension, it can raise expectation of cost efficiency saving that diverts attention from the organisational support required by line managers to be effective in HR delivery. This presentation develops these arguments by drawing on research among line managers at a large public sector organisation that transitioned to the business partner model. The study illustrates how success of the model can be imperilled when line managers, at the sharp end of HR delivery, perceive they are engaged in a partnership that is one-way.

Speaker: Sue Hutchinson is Associate Professor in HRM at the University of the West of England, where she is also Associate Head of the HRM teaching and research group. Her main research interests focus on the link between people management and performance, the role of line managers in HRM, and involvement and consultation.

Sue’s previous work experiences include research and teaching at Bath University, policy advisor for the CIPD (Chartered Institute of Personnel and Development) and industrial relations advisor in the paper industry.
