Laundering Foreign Corruption Proceeds in Australia: A Guide for Beginners with Examples from China and the South Pacific.

Global corruption is often presented in terms of relatively ‘clean’ developed states and ‘dirty’ developing states, most notably in Transparency International’s Corruption Perception Index. This presentation argues for a more transnational understanding of the subject with reference to money stolen by senior officials from developing ‘victim’ states and then transferred to developed ‘haven’ or ‘host’ states. By way of example, the presentation explains how the proceeds of corruption originating from China and Papua New Guinea are transferred to Australia, and the political and economic factors that make Australia such an attractive haven for wealth looted from abroad. Evidence is drawn from extensive interviews with law enforcement and financial sector representatives, leaked primary documents, and the findings of a private investigator employed by the author.

Professor Jason Sharman graduated with his Ph.D. in political science from the University of Illinois at Urbana-Champaign in 1999, before going on to work at American University in Bulgaria and the University of Sydney. In 2007 he took up a position at Griffith University. In 2012 Sharman was awarded an ARC Future Fellowship, and as of 2014 he is a member of the ARC College of Experts. His work has appeared in journals including American Journal of Political Science, International Organization, International Studies Quarterly, Comparative Politics, Journal of Economic Perspectives and the University of Pennsylvania Law Review, and has been featured in such media outlets as the Economist, the New York Times, Today Tonight and Woman's Day.
